Regulation is regulation. You don’t question or argue with regulation.
This is probably one of the shortest handrails in the world.

it still doesnt comply with regulations! i thought the hand rails has to be extended 300mm beyond the landing on both ends?

yup, you are absolutely correct but i think they also assess on case-by-case basis. handrails can also be omitted if the gradient of ramp is equal to or greater than 1:25.
however, i'm not so sure if the handrail in the picture is provided by the owner of the building because the ramp is in between public walkway and 5-ft way (which is kinda mysterious area). maybe i should go back there and interview the owner. :)
